Shining Light on Diabetes-Related Blindness

A group of scientists in California is trying to develop a cheaper, less invasive way to spot the early stages of retinal damage from diabetic retinopathy, the leading cause of blindness in American adults, before it leads to blindness. As described in the special Interactive Science Publishing (ISP) issue of Optics Express, the Optical Society's (OSA) open-access journal, the scientists are using beams of light to measure blood flow in the back of the eye.
Nanoscopic Changes to Pancreatic Cells Reveal Cancer

A team of researchers in Chicago has developed a way to examine cell biopsies and detect never-before-seen signs of early-stage pancreatic cancer, according to a new paper in the Optical Society (OSA) journal Optics Letters. Though the new technique has not yet proven effective in double-blind clinical trials, it may one day help diagnose cancers of the pancreas and, potentially, other organs at their earliest and most treatable stages, before they spread.

The Optical Society (OSA), IEEE Photonics Society (formerly IEEE LEOS) and IEEE Communications Society (IEEE ComSoc) announced they are partnering to combine two existing publications into one, called the Journal of Optical Communications and Networking (JOCN). The combined journal will cover theoretical and practical advances in the architecture and systems aspects of state-of-the-art optical communications networks. It will launch in June 2009 and be promoted at this year’s Optical Fiber Communication/National Fiber Optic Engineers Conference (OFC/NFOEC) in San Diego. Keren Bergman of Columbia University and Vincent W.S. Chan of MIT will serve as co-editors-in-chief.

HP Grants Aim to Redesign College Engineering
(Applications Due: March 30, 2009)

Hewlett-Packard (HP) has made more than $2.4 million in cash and equipment available for its "HP Innovations in Education" effort, which aims to reinvent undergraduate computer science and engineering programs through the use of technology. HP is asking for proposals from two- and four-year colleges and universities that offer degrees in engineering, computer science, or information technology. Grant projects must explore the potential for innovation through the intersection of teaching, learning, and technology, with the ultimate goal of "re-imagining undergraduate engineering education." HP plans to award approximately 10 grants to public or private colleges or universities in the United States. Each grant will include more than $240,000 in HP technology, cash, and professional development. Applications are due by March 30, 2009.

EPSRC Launches Innovative Manufacturing Research Centres (IMRCs) 2009 Call
(Applications Due: March 31, 2009)

The U.K. Engineering and Physical Sciences Research Council is seeking applications for Innovative Manufacturing Research Centres, which will receive a single award of up to five years in duration consisting of two types of support: funding to retain key staff, nurture collaborations, and undertake feasibility studies and funding to support up to two user-led research projects/themes. Up to 11 million British pounds are available for two to three centers. The closing date for outline proposals is March 31, 2009.

TWAS Seeks Applications for Prizes
(Applications Due: March 31, 2009)

TWAS, an autonomous international organization based Italy that promotes scientific excellence in the developing world, is soliciting applications for TWAS Prizes, which will be awarded to individual scientists who have been working and living in a developing country for at least 10 years, in recognition of outstanding contributions to knowledge in eight fields of science, including physics and engineering. Each prize consists of $15,000. Applications are due by March 31, 2009.

U.S. DOT Seeks Innovative Research Proposals from Small Businesses to Address Transportation Challenges
(Applications Due: April 15, 2009)

The U.S. Department of Transportation's Research and Innovative Technology Administration has announced the first of two Small Business Innovation Research program solicitations for 2009. The program aims to encourage small U.S. high-tech businesses to play a significant part of the federal government's research and development efforts through the submission of innovative research proposals that address high-priority national transportation goals. The solicitation period ends April 15, 2009.

NSF Seeks Proposals for Coupling, Energetics, and Dynamics of Atmospheric Regions
(Applications Due: May 10, 2009)

The U.S. National Science Foundation is soliciting proposals under its Coupling, Energetics, and Dynamics of Atmospheric Regions (CEDAR) program, which aims to gain insight into the behavior of atmospheric regions from the middle atmosphere upward through the thermosphere and ionosphere into the exosphere, in terms of coupling, energetics, chemistry, and dynamics on regional and global scales. The program is funded at $1 million, with an award ceiling of $150,000. Applications are due by May 10, 2009.

U.S. Office of Naval Research Seeks Proposals for Electronic Warfare Discovery and Invention
(Applications Due: May 12, 2009)

The U.S. Office of Naval Research is seeking white papers for efforts that shall develop and demonstrate technologies for the next generation components and systems in electronic warfare. The focus includes the employment of imaging sensors (both scanning and Focal Plane Array (FPA)-based) operating in the infrared spectral bands (with emphasis on the atmospheric transmission bands at roughly 1-2, 3-5, and 8-12 micrometers) to passively track targets, guide weapons, and negate the effectiveness of infrared countermeasures that have limited spectral or spatial fidelity to the target signature. The sensors should also employ multiple passive and/or active modes of tracking and guidance (electro-optical imaging, infrared seeking, laser spot/beam tracking, radar homing, active radar emitting, radio frequency command guidance, etc.) that can operate sequentially or simultaneously during weapon engagement to negate the effectiveness of single-mode countermeasures. Applications are due by May 12, 2009.

The U.S. Defense Advanced Research Projects Agency is soliciting proposals in the area of silicon-based Photonic Analog Signal Processing Engines with Reconfigurability (Si-PhASER). The goal is the creation of innovative silicon Photonic Integrated Circuit (PIC) elements and associated programmable filter array concepts to overcome the limits of conventional electronic technology. NSF Offers Astronomy and Astrophysics Research Grants

The U.S. National Science Foundation is seeking proposals for its Astronomy and Astrophysics Research Grants Program, which is targeting studies in all areas of astronomy and astrophysics. NWO Offers Grants Under Rubicon Program
(Applications Due: December 1, 2009)

The Netherlands Organisation for Scientific Research (NWO) is seeking applications under its Rubicon program, which is aimed at "promising young postdoctoral researchers who are still at the start of their careers but whose academic strengths give them the potential to become established figures in the Dutch research world." Under the program, researchers can spend up to two years at a top research institution outside the Netherlands or one year at a prestigious Dutch research institution. The Rubicon program also offers researchers from abroad the opportunity to obtain grants to spend one year conducting research in the Netherlands. The program is open to all scientific fields. The deadlines for applications in 2009 are April 1, September 1, and December 1.
